COINTELPRO: What You Need to Know
COINTELPRO, short for 'Counter Intelligence Program,' was a series of covert and often illegal activities conducted by the FBI (Federal Bureau of Investigation) aimed at monitoring, infiltrating, and discrediting various political groups and individuals. Initiated during the Cold War era in the 1950s and continuing through the 1970s, COINTELPRO targeted a wide range of organizations, including civil rights activists, anti-war protesters, and left-wing political groups.
Historical Context: During the Cold War, the United States was gripped by political paranoia and the fear of subversion. This climate provided fertile ground for the emergence of COINTELPRO, a program initiated by former FBI Director J. Edgar Hoover.
Key Aspects of COINTELPRO
Objectives: COINTELPRO's primary goals were to disrupt and dismantle movements perceived as subversive or radical. It aimed at civil rights organizations like the Black Panther Party and leaders such as Martin Luther King Jr. and Malcolm X. The program aimed to neutralize dissenting voices, often by employing covert tactics that included harassment, surveillance, wiretaps, informants, and spreading disinformation.
Covert Tactics: Agents went to great lengths to infiltrate targeted groups, often sowing discord and distrust from within. Wiretaps, informants, and even the use of false letters were common tools in their arsenal. A month after Martin Luther King Jr. had gathered roughly 250,000 Americans to advocate for civil rights, J. Edgar Hoover requested Dr. King’s phone be wiretapped, which former Attorney General Robert F. Kennedy approved. This wiretap was later deemed to show Dr. King did not support Communism, after being reviewed by the Church Committee. Another tactic, whose “success” is up for interpretation, was the use of informants, such as William O’Neal. O’Neal infiltrated the Black Panther Party, and would later provide information leading to a raid that killed the leader of the Black Panther Party Fred Hampton, and a member Mark Clark in their sleep.
Impact on Civil Rights: COINTELPRO significantly undermined the civil rights movement by sowing divisions, discrediting leaders, and provoking internal strife within organizations dedicated to racial equality. An example of inciting internal friction can be understood by the instance in which rumors of financial mismanagement within the Southern Christian Leadership Conference (SCLC), an organization headed by Dr. King, were spread by agents tied to COINTELPRO. This served an additional purpose, as it also played into J. Edgar Hoover’s attempt to discredit Dr. King and create tension amongst his followers. The murder of Fred Hampton also had a crucial impact on the civil rights movement, as it removed an influential figure from the Black Panther Party, and in turn an influential figure from the civil rights movement. FBI personnel associated with COINTELPRO also went as far as to send what is best described as a blackmail package, including a tape recording that allegedly featured Dr. King in an intimate moment as well as a letter, which has various assumptions as to its intended goal. Dr. King interpreted this letter as an advocation for him to commit suicide. Therefore the letter is most commonly referred to as the “suicide letter”, as it suggests to Dr. King “…there is only one thing left for you to do. You know what it is.” Readers can decide for themselves as to what this letter intended to achieve, other assumptions have been that it is suggesting Dr. King to decline the Noble Peace Prize, or remove himself from leadership. This was a significant attempt by COINTELPRO to hinder the civil rights movement, especially if the objective of the blackmail package was for Dr. King to take his own life. For those curious, the tapes related to this blackmail package will be unsealed in 2027.
Whistleblower Revelation: The program's existence was revealed in the early 1970s when a group of activists, known as the Citizens’ Commission, driven by their commitment to transparency and justice, burglarized an FBI office in Media, Pennsylvania. They uncovered documents detailing COINTELPRO activities, leading to public outrage and congressional investigations. A prominent investigation would be the Church Committee, which led to reforms throughout the intelligence and law enforcement communities.
Reforms and Investigations: The revelations emphasized the importance of oversight, accountability, and transparency in intelligence and law enforcement agencies. Subsequent reforms and investigations, including the Church Committee, aimed to prevent the recurrence of such abuses. The most notable reformation to come out of the Church Committee would be the Foreign Intelligence Surveillance Act (FISA), which was passed in 1978, three years after being recommended by the committee. An important component of FISA is to protect civil rights, by preventing excessive surveillance of U.S. citizens, especially that which has no relevance to foreign intelligence or foreign powers.

As we revisit this dark chapter in American history, we are reminded of the enduring importance of safeguarding civil liberties, free speech, and government accountability. COINTELPRO serves as a cautionary tale, highlighting the potential dangers of unchecked surveillance and the erosion of democratic values.
